The Japanese government has issued the evacuation order on March 12 for the residents living within the 20km radius of the nuclear plant which was in danger of meltdown after being struck by earthquake and tsunami.
The radiation level (max at 112μSv/hour) in the video was well beyond legal limit, but should pose no significant health risk for short term exposure.
